This .004" tan bearing carrier shim is for use on some 2.3-4.3L OMC Cobra stern drive models from 1986-1993. It is part of the upper gear housing.
This is a new OMC part, old stock. It is not an aftermarket. OMC part number 911679 was replaced by Sierra 18-0229.
